it should be A&C assumming Canvas app because AI builder requires CDS and canvas app can connect to CDS and not PVA.

Really depends on the company as to whether they provide guest access to all their customers. As they are a toy company I assume that their customers are the general population, and will not provide all of them access to the canvas app. Therefore I think the answer would be to implement a virtual agent on their website to retrieve the negative reviews in the first place, which triggers a flow

Canvas Apps cannot be accessed by unauthorized users (here customers). Dynamic 365 customer voice comes with survey, ... so the CDS and Power automate seem to be the correct answers.
