Correct answer is A, because the Hybrid Setup is already in place. The HCW is only used to setup the OrgRel needed to be modified to change the sharing level in the first place.

Answer is A: See: https://docs.microsoft.com/en-us/exchange/shared-free-busy "By default, the free/busy data access sharing level is Free/busy access with time, plus subject and location for both the on-premises and Exchange Online organization relationships. If you want to modify the free/busy sharing access between your on-premises and Exchange Online organization users, you can manually configure the organization relationship access level after the Hybrid Configuration wizard has completed."

Depending on what would need to be changed, answer A might also be a correct answer. Refering to that we even already have a hybrid setup, answer A might be more appropiate.
