They key is "Sign outs must be processed as quickly as possible.", that means that you need to have a sign-out subscription to process those events faster

Why "NO"? Subscription with the filter for SignOut events will exclude SignIn events from processing. But "All authentication events must be processed by Policy service"

There should be a separation between "sign-in" and "sign-out" and this solution doesn't guarantee that.
