Q1) No: After custom entity creation, the ownership cannot be changed. If you want other ownership type, you need to create a new entity and delete the old one (SOURCE: https://community.dynamics.com/365/customerservice/f/dynamics-365-for-customer-service-forum/294191/how-to-change-the-entity-s-ownership) Q2) yes: you can create business rules on custom entities. Makes no sense. You can create an entity scoped BR for a custom entity, true. But you can't use it in a Flow. You can have the flow make the change that will trigger the BR though. The way it's written... No-No

Guys entity is now called "tables" also yes of course you can create business rules within a table. Try it yourself got to make.powerapps.com < data< tables < then create an table first < once this is done go inside the table < then click business rules < then create business rules
