The power bi add-on for Excel is not supported and cannot be installed anymore since 2020. So, the second option in this video, will not work anymore. On the other hand, the first option in this video, is now the only possibility to do it.
So, Upload the complete excel workbook in power bi service, select the chart and then pin it to a dashboard by the button in the upper right corner.
Answer B is in my opinion the only correct solution since 2020.

The answer is C, publish from Excel. B is incorrect because you can only IMPORT from Excel from Power BI. You can also only pin to dashboard after you have imported into/published to Power BI
Also going with D. After reading the reference given for the answer, I can't find anything regarding how to pin the tile. The article just explains how to get a workbook into PowerBI.com.
This question has misleading options. B, C & D work.
With option C, after uploading from Publish menu, we can go to excel in powerbi.com, select chart and pin it. This approach is same as B, just that we upload from powerbi instead of Excel.
While with option D we can pin directly from Excel.
with option b and c we can only publish in workspace whereas question say pin as tile on the dashboard which is only possible with option D.
