This question does seem vague, as it does not state that the AD recycle bin is enabled. But in this question, it assumes that it is.

'You have to ensure' so you have to find the shortest way you can restore deleted object, i beleive Enabling the Recycle bin through AD AC is the quickest Way, in no place they should state that its all ready Enable.

It is implied because the forest level is at 2012 R2 and the AD admin center and recycle bin were available as of 2012 - this would be done via NTDSutil in 2008 R2 and below

Answer C. You need to enable the recycle if it is not activated yet from the ADAC, as it is from ADAC when you can recover deleted objects either. Either way we have to reach ADAC.

I agree that C is correct. The point of this question is "can recover quickly". If it is not need to recover quickly, G.Ntdsutil is also corrct.
