It seems both answers are correct. 1) pricing tier from the Azure portal 2) must use the app owns data model. I have no previous experience with embedded licensing.. but according to this link: https://docs.microsoft.com/en-us/power-bi/developer/embedded/embedding there are 2 options of embedding. First is internal, via Sharepoint, Teams, Dynamic.. and for this you need Power BI Premium and users need to bi logged in (user owns data). Second is external, embedding it in custom applications and here users are not required to login or even to have Power BI license. So in this case, app owns data model. On image i can see that this (Power BI Embedded) option is selected.

Both of the answers are correct. For the second part,- "User Owns Data sample is for Embedding for your organization, the embedded reports readers can be Power BI Pro or free users in your orginaztion. Users have to log-in with their PBI account. Power BI Premium licese is required. App Owns Data sample is for Embedding for your customers, the embedded report readers can be your own customers(say you're an ISV application provider). So no log-in. Power BI Embedded license is required.".
