The referenced link shows a scenario where the port was open and it was a cert which was the problem. The question doesnt throw that scenario.. so yes opening and checking the port should be step2.

The second action must be „Create a firewall rule to open internal replication port…“ Otherwise, there are no sense in first action – you don’t need to know port to issue the certificate.
