Business Central can do both (1) manage manufacturing processes and (2) customer sales order functions for a company. You don´t need to implement additional programs.

Business Center is for small-scale enterprises - so I'm assuming this is the answer since two features are the only requirement?

As per my understanding Dynamics 365 Business Central has the capability for Sales Operation (Sales order creation, update..). Dynamics 365 Supply Chain Manager has the capability of Sales Order Management.
