Scale condition can only be configured after adding a Scale Rule. And given ans is correct in the order.

If you refer to the link, "add scale conditions" means "add a scale rule", and in the picture under the "add scale conditions" , there is a button called "Add a rule". Besides, 'add scale conditions" isnt equal to " configure a scale condition".

That's why it says "more than one order" When you enable autoscaling, an option to click appears "+Add a rule" when you click that, shows the scale condition to set. By the end of the page there is "Add" button. That's why people are confused...
