C However, the answer is not 100% correct, at least now. Microsoft 365 compliance does not provide access to Threat management console. You should use Office 365 Security & Compliance instead. Microsoft 365 admin center > Security > LogIn into > Office 365 Security & Compliance > Threat Management > Policy > Safe Attachments > Create (Safe Attachments policy)
