Correct me if I'm wrong, but I see no issue in switching the middle two items. The task is still doable and seems to be a matter of preferences in this case.

Sequence is: 1) Create Sequence groups, 2) Create Sequence ID's, 3) Assign Sequence ID's to Items (or Items to Sequence ID's), 4) Assign sequence group ID's to Resources and Resource Groups.

You create the Sequence ID and the Values for the sequence first, so it appears on the Sequence Group - Sequences section and you select it. If you do first the Sequence Group, you can still do it with right click and Details, but it is not the actual correct order.
