As for (2), Formally counting is not a proper way to play with stock levels on occasions other than stock taking, however in effects it is no different from the "Adjustment" journal.

I think (1) should be arrival, as this is the only journal resulting in "registered" receipt status which causes no ledger postings.

However, even if "Post physical inventory" is selected in the item model group, a transfer journal still does not allow you to enter a cost or change the ledger account posted to. It may create ledger transactions, but that is not what the question asks about, it asks about changing the account. An arrivals journal also does not register the receipt of the items, you still need to do that in the next step. The provided answer appears to be correct.

Also, I believe and arrival will create a ledger transaction changing the cost which we don't want. I agree the provided answe3r is likely correct.

You are misreading it. the arrival journal does register receipt. That is precisely what it is for. The next step posts the actual receipt. Secondly registering of product does not create ledger transactions or affect costs. A transfer between sites may very well effect costs if costs are set at site level.
