I suggest B. On Server2, create an external switch and connect VM3 to the switch. - You need to keep connectivity up on VM2 - external switch "Allows virtual machines on the same Hyper-V server to communicate with each other." - they are clearly on different Hyper V Hosts. https://docs.microsoft.com/en-us/windows-server/virtualization/hyper-v/get-started/create-a-virtual-switch-for-hyper-v-virtual-machines
