The Performance Page is located in the Employee self-service space. Is kind of tricky

"The measurements page lets you create standard measurements that will be used on the performance goals and reviews pages. You can create measurements that are dates, amounts, quantities, or percentages, or measurements that are based on a rating model."

I think it should be D https://docs.microsoft.com/en-us/dynamics365/human-resources/hr-develop-performance-management-overview says "There are two versions of the performance journal: the employee version, which is accessible through the Employee self-service workspace (ESS), and the manager version, which is accessible through the Manager self-service workspace (MSS)."

I think the key here is the verb "document". You can do that through the Employee self-service.

C. Performance goals page is the best answer for me. Employee self-service workspace (ESS) includes, Performance journal Performance goals Performance review So, ESS is correct but not the best answer

So, between C and D, what would be the best answer?

I thought D initially - but C would make sense as 'performance' & 'goals' is wording used in the question. Plus C is more specific to the question than D - a workspace would cover many things, but perhaps not both performance & goals.
