Think the VM is left in the state it is, cause VM failed 3 times in the hour. The threshold is 2 times in one hour. It fails at 14:00. And the failbackWindowStart is at 20:00. A preferred owner is set, so should fail back at windowStart. I think you are right, the startwindowtime is at 20, which means 20:00. "Provides the earliest time (that is, local time as kept by the cluster) that the group can be failed back to the node identified as its preferred owner node. The following table summarizes the attributes of the FailbackWindowStart property." https://docs.microsoft.com/en-us/previous-versions/windows/desktop/mscs/groups-failbackwindowstart Also the autofailback is set to 1.
