The answer seems correct. The Get-NetIPsecRule cmdlet returns the instances of IPsec rules that match the search parameters from the user.

IPSec monitoring can be done in the Monitoring section of Windows Firewall with Advanced Security. There are two nodes that will provide you the information you need: Connection Security Rules and Security Associations. connection security rules, not firewall filters pls provide explanations and/or supporting link/s, especially if your answer is different from the given. DOUBLY so when you're different from the one given AND the other comments!
