Azure AD Premium P2 licenses are not required for users with the Global Administrator or User Administrator roles who set up access reviews, configure settings, or apply the decisions from the reviews. It's required only for reviewers. https://docs.microsoft.com/en-us/azure/active-directory/governance/access-reviews-overview#license-requirements

Use PIM is the same to say that you will use PIM correct? Using this feature requires an Azure AD Premium P2 license. To find the right license for your requirements, see Compare generally available features of Azure AD. So, another wrong answer from ExamTopic

you should either need a P2 license or EMS E5 license for access reviews. It is true even for GA or UA users.

Can anyone explain why with the given setup he still cannot create access reviews? Because based on description we know that: - tenant already has P2 licence - user is assigned to Users Administrator role So basically all requirements are met for this user and he should be able create access reviews. Why he can't?

Answer is NO Question is whether it meets the goal or not? Even if the user has license, user still need PIM.

It should be YES. The admin user has already been granted with User Administrator role. The only possible reason that they have Access Review option being unavailable should be that no one in the AAD has Premium P2 licenses thus no one can be assigned as reviewers. Purchase Premium P2 license for the whole AAD tenant should enable all members become eligible to be reviewers.

Answer is No considering all cases 1. Admin1 discovers that all the other Identity Governance settings are available, which means premium p2 license already available 2. As per https://docs.microsoft.com/en-us/azure/active-directory/governance/access-reviews-overview, Azure AD Premium P2 licenses are not required for users with the Global Administrator or User Administrator roles who set up access reviews, configure settings, or apply the decisions from the reviews.

In another post (https://docs.microsoft.com/en-us/azure/active-directory/governance/access-reviews-overview) microsoft says Azure AD Premium P2 licenses are not required for users with the Global Administrator or User Administrator roles who set up access reviews, configure settings, or apply the decisions from the reviews.
