correct. Only security and complaince centre includes permission role i.e edisocvery manger in order to see cases

You can do this from two places. 1. Microsoft 365 admin center, select show all on the left hand side, select Roles, Roles Assignments, Select Azure Admin in the middle pane, Compliance Admin, Assigned and select Add. 2. Security and Compliance to give eDiscovery Managers which is only for one case and eDiscovery Administrators for all cases. Hence I guess the answer is second one for more restrictive permissions.
