As per the limitation of the question and as the user1 need a PRO License to access the dashboard, so if you simply remove his license you will prevent him from accessing the 20 dashboards. If the dashboard is in Premium Capacity, he doesn't need a license to access it, but the question here didn't mention any Premium Capacity. I see "A" will meet the goal as per the scenario of this question.

Shouldn't the answer be A If the license is removed then wont it automatically prevent user from accessing any content

The user would loose his access to everything that requires the license, this is overkill in my opinion.

It is also mentioned that the Usher "shares" the dashboard to 50 users. Will he be able to share without a license?

No, the goal is "to prevent User1 from accessing all the dashboards", i.e. should have access to some dashboards. Ans is B.

B. https://www.youtube.com/watch?v=hMEwGmWPTew solution: click the "Share Icon" beside the "dashboard", manage all the ppl under the tab "Access", or go deeply by clicking "manage the permission". Here it's not about the license. if user1 is a Pro, he/she pays 9.99 bucks each month for the service, how come the admin could stop his/her service paid on their own? if admin's organization is Premium, it does not matter user1 is Pro/free, he/she will be able to check any documents already shared to them unless admin configure in the "share - access" setting.

The answer is No as we want to "prevent User1 from accessing all the dashboards." not "prevent the user from accessing Power BI" - the question is specifically asking about access of dashboard - the solution proposed of removing license is not specific to dashboard but everything. Important to understand what is being asked, not just the answer

1,000 users 'automatically' means Power BI premium capacity? So user1 doesn't need a licence to access it. So removing it, if he has it, won't help?

I think the point here is not about license. If you are talking about license, you would intend to go for Power BI Pro or Power BI Premium. Power BI Pro includes data collaboration, data governance, building dashboards with a 360-degree real-time view and the ability to publish reports anywhere. Power BI Premium includes dedicated cloud compute and storage resource.
