Use two fault domains.

Use 20 for platformUpdateDomainCount
Increasing the update domain (platformUpdateDomainCount) helps with capacity and availability planning when the platform reboots nodes. A higher number for the pool (20 is max) means that fewer of their nodes in any given availability set would be rebooted at once.

Azure location eastus supports 3 fault domains. Why wouldn't it be 3? Did this increase since the question was created? 2 would make sense for a classic deployment, but it's being deployed using an ARM template and therefore can support 3.

"up to three fault domains for Resource Manager deployments (two fault domains for Classic)." https://docs.microsoft.com/en-us/azure/virtual-machines/windows/manage-availability The questions states "You plan to use Azure Resource Manager templates " Therefore if 3 fault domains are available in your region the answer should be 3. "“The number of fault domains for managed availability sets varies by region - either two or three per region"
