2nd choice is better to be a Flow. The scope of the testlet says: A trigger must be created that changes the Priority field to 1 in the Account record 10 days after an Account record is created.

Wow...The scenrario text does make the flow option more valid... while the question alone itself sounds more as workflow....

Both will do for that scenario. But Wait/Timeout for workflow is not a good solution because it eats resources within the environment, unlike flow which will not have an effect in CRM.
