No, creating two copies of the Date table and using them to create measures would not meet the goal of counting the number of orders by [ShipDate] and [OrderDate] without duplicating data or loading additional data. Duplicating tables would increase the size of the model, and could lead to data inconsistencies and other issues. It would also require loading additional data into the model, which is not desirable.

if the relationships in the new table are based on ship date and order date respectively, this could work?

'You must meet the goal without duplicating data or loading additional data.' So copying the table doesn't reach the goal.
