Users consuming contents of an app need a power bi Pro License to do so unless the app is configured in a Premium Capacity, and this ? does not indicate the workspace its referring to is. I think Pro should be the answer in the first selection too.

I agree. It is never mentioned if concerns a Premium Capacity or Shared Capacity. So I assumed it is Shared and in that case the user needs to have Pro licence. Stil, it should be clear which capacity it is.

it is mentioned use free whenever possible. it is possible for free users to access the app with premium capacity. so free license for 1st selection is not wrong

Pro license for first one. As there are 20 users. If company buy subscription for PRO free trail. A company get 25 licenses in share capacity. so definitely PRO is correct answer. There is no mention of dedicated capacity

I think should be: 1. Pro . As of 2020, you need pro to see an app. https://docs.microsoft.com/en-us/power-bi/consumer/end-user-apps 2. Free. Access to modify report should depend on whether you have a contributor permission, not the license. 3. Pro

On top MS seems to offer also Power BI Pro Free Trial versions which makes the question even more a bit out of time or am I wrong? https://powerbi.microsoft.com/en-us/pricing/#powerbi-comparison-table

For the first part, I would choose Power BI Free. Why? Because the question says "The solution must use the Power BI (free) license, whenever possible". If the question would include "whenever convenient" (instead of "whenever possible") I would choose the Pro License.

The Premium capacity which allows free users to see apps is only cheaper if over 500 users use the dashboards. In this case it would be stupid to have premium capacity for 20 people. I would answer Pro license to all.
