If I am reading https://docs.microsoft.com/de-de/power-bi/service-embed-secure correctly, IFrames can only be embedded into internal pages, while the question wants to address external users.

I vote for B, because it's about sensitive data. The Publish to Web is supposed to be unsecure.

It is unsecure by its own in combination with the restriction that you can set in the custom application. Additionally, only those with the link can access to the report, in this case, you won't share the link but include the iFrame in a custom application.

Publish to Web is basically putting Power BI reports in an iFrame. So now we can combine Power BI and iFrame together and embed Power BI reports into a web page to share data insights to the Internet.

After you have your URL, you can create an iFrame within a SharePoint page to host the report. If you're working with SharePoint Online, Power BI Report Server must be publicly accessible. https://docs.microsoft.com/en-us/power-bi/report-server/quickstart-embed

I think unless you've prower bi with premium capacity users wont be able to access the data unless they've power bi pro license

Not true, Publish to Web creates a public URL anyone can access. No licenses needed.
