Exam_man20 you are right - the second answer should be "Purchase Power Bi Premium" as stated by Microsoft here: https://docs.microsoft.com/en-us/power-bi/service-manage-app-workspace-in-power-bi-and-office-365

Note that the statement reads that "these users have a Free Power BI license", so, changing the settings from private to public will make them access it as there is an active Power BI Pro License (Free)

they can have access to the workspace by power bi pro (free trial) even if it is private because they are a member of it.

The second answer areas as a FIRST step, would be to 1) change the app workspace settings from Private to public - this makes sense as this is the window we are already in, if we wanted a second step (not requested but to help understand the question) we would want to Purchase as Power BI premium as Arklur mention.

No, second answer should be Purchase Power BI Premium. Why...we see that app workspace don't have dedicated capacity yet. When we purchase Power BI Premium licence and dedicate it to app workspace, we can then add users with free Power BI licence. Simple as is. If we change private to public and dedicate Power BI licence to app workspace, we automatically add access to all Power BI users in the tenant. This is what we don't want to do and this is not requirement in the question.

I agree, the second answer should be first Purchase Power BI Premium because you need a Power BI Pro license to be an admin or member of a workspace. Your app users need a Power BI Pro license, too, unless your workspace is in a Power BI Premium capacity.

for the first question - I am a bit confused..as per the documentation on the site Add members or others with lower permissions. - for members its allowed

I think they can Add members or users with lower permission levels which means they can just add Contributors but not Members

i believe the second question is correct because it is asking what you should do FIRST. First you would change the workspace over to public than purchase PBI premium

Agree, we can see that picture (Edit Workspace), it means that workspace is already in a Power BI Premium capacity, if not Power BI Pro license.
