C -- but only because its the only "valid" option here but its not really valid. If this is for the cloud, I would simply go and select Add Existing to my Solution. Select Cloud Flow, then select Outside Dataverse and pull it into my solution. I does not even matter what type of flow it is (today) schedule/manual/automated as they are all importable into your solution. So its an old question, but if asked its C as the other real answer isn't here.
