No — the Cloud Device Administrator role doesn’t let User1 rotate BitLocker recovery keys in Intune. User1 needs either: ✅ Help Desk Operator (Intune role) or ✅ Security Administrator (Entra role, which also has permissions in Intune) Both allow rotating BitLocker recovery keys.
