The application will enable content authors "to start conversations", not "receiving items". It is about de "conversation" functionality you want to offer in your app. With "Deep Links" you can get to these items. So, for me answer D is correct.
B Outgoing webhooks - allow external applications to send messages to a specified Teams channel. This means that when new content is published in your third-party application, users can use an outgoing webhook to send a message to the Teams channel, which will start a conversation about the news.
Incoming webhooks, on the other hand, are used to receive messages from Teams into application. Activity feeds and deep links are not directly related to this case.
I get the arguments for D about "starting a conversation", but I'd still go for A. There is just too much unnecessary info in the question if the answer was D:
- Why exactly is there a third-party app sending messages mentioned if it is not relevant at all?
- Deep links do not enable starting a conversation. This feature is already enabled by the standard Teams functionality. Deep links can only make it more convenient.
