I think for both scenarios: Lead owned by people in your BU only Because: "business unit-level append, append to, and assign privileges on the lead and note entities."

on the lead and note entities - create and edit: user-level privileges - append, append to, and assign: business unit-level privileges - share: organization-level privileges https://learn.microsoft.com/en-us/power-platform/admin/security-roles-privileges?tabs=new Add notes to leads: Privilege is "business unit-level" for Append and Append to. To add a note to a lead, the security privilege required is Append To access on the lead entity and Append access on the note entity. -> With that user can add notes to leads which are owned by people in the business unit. Assign Leads to other users: Privilege is "business unit-level" for Assign -> with that the user can assign leads which are owned by people in the business unit of the user
