My view is one legal entity cannot have two different reporting currency. US operations require USD and Mexican operations need MEX. Hence two separate legal entities are required for each of the currency.

The Question is messed up. Microsoft Data Center Mexico is been built, so you cannot technically deploy IN Mexico with the cloud, Mexico for the localized functionality region field is only needed if the Country on the primary address is different from the functionality needed, Ie US company needs Mexican functionality.
