Application Control Policy Settings are configured only in the following location: Computer Configuration > Policies > Windows Settings > Security Settings > Application Control Policies

I am sure about the computer configuration, security settings, part. I guess the keywords that are clues are "running on the network" which would make the answer B.

From the options / answers, only way to do it would be to add "deny" for DC computer objects in the top level GPO
