I think B is the correct Answer:

Take into account that the Excel source might not have the same template format that should have to be imported through the view interface. Tried and it failed.
I would go with the Data Import Wizard that allows you to map properly any kind of Excel file.
I select Option B- Import from Excel. It is available in the model driven app, works right away, has mapping features etc. Tested it just now to be sure.
For me the B is correct, there is no Import Tool for Excel files in D365 but Import Wizard on other hand you have an "Import from Excel" option in model driven app interface. The link provided with the answer is for On-Premise solution.

Option A would be correct if we considered the Sales app to be "on-premise" but if it's considered to be a "Powerapp" then the documentation indicates that we should use "Import from Excel". For me it's option B is correct.
My personal preference for loading data is option A, however, for Option B, if you export a list of contacts and add new contact to the file and reimport, the newly added contacts will be added, also, for Option C, you could use a template which would require coping the data from the customer sheet to your template and them importing the file, finally option D, this would work as well. I suppose that each answer is arguable and it comes down to how mant records you want ot import and which method suits you best. There are also options in PowerApps to import data as well as options to create and update records directly from Excel using the PowerApps Add in for Excel.
To be honest, 3 opens for excel are technically correct. Dynamics 365 import tool is not for data import. It's for 3d models
