I would go with C - ResiliencyLevel 1 - pre 2016, VM automatically fails over 2 - default and "new" setting for 2016, an isolation period exist before VMs are failed over

Pretty sure the answer is D Failure Condition Level. "The failure-condition level specifies what failure conditions trigger an automatic failover." A non-responsive service would be a trigger condition. https://docs.microsoft.com/en-us/sql/database-engine/availability-groups/windows/configure-flexible-automatic-failover-policy?view=sql-server-ver15

Im thinging the answer should be Answer C ResiliencyLevel = for if the server is allowed to do failovers or not. ResiliencyPeriod = For the Time before it failover https://techcommunity.microsoft.com/t5/failover-clustering/virtual-machine-compute-resiliency-in-windows-server-2016/ba-p/372027
