I'm going with Azure Database Migration Service.
The Data Migration tool doesn't currently support Azure Cosmos DB's API for MongoDB either as a source or as a target.

Correct. This shows that a Mongo migration targeting an SQL API can be done using the Migration Tool or some other tools which are not options. But not Migration Service.
The documentation https://datamigration.microsoft.com/scenario/mongo-to-cosmos?step=1 states that target Cosmos DB must use the MongoDB API. The question says it must use SQL API. That rules out the Migration Service.
