Why not A=Comos DB Migration tool? The statement says "Data migration from on-premises to Azure must minimize costs and downtime" ; and Cosmos DB Migration Tool is free , but Azure service not

dt.exe is small. The Azure Cosmos DB Data Migration tool is an open source tool designed for small migrations. The Data Migration tool doesn't currently support Azure Cosmos DB's API for MongoDB either as a source or as a target. https://docs.microsoft.com/en-us/azure/cosmos-db/import-data

Correct. This shows that a Mongo migration targeting an SQL API can be done using the Migration Tool or some other tools which are not options. But not Migration Service.

The documentation https://datamigration.microsoft.com/scenario/mongo-to-cosmos?step=1 states that target Cosmos DB must use the MongoDB API. The question says it must use SQL API. That rules out the Migration Service.
