As you cannot customize menu layout in one application, I suppose the option B is correct — we need 2 different apps for IT and management staff

A is correct. Create one app, two dashboards and assign appropriate security role (one for IT staff and second one for Managers). IT staff would see active cases and charts (visual context) and managers would see freq. flyers and customers...

It is B. If you see the last line for Environment - Application user layout should be role specific. This cannot be achieved without creating one app per role.

we can customize the app by a role as (Logic) said but in a poor navigation way with buttons and without using a sitemap https://powerapps.microsoft.com/en-us/blog/implementing-role-based-permission/ but I guess the perfect answer is B like (farlaf90) said

A is correct. What I understood from logic and paulojorge is: Since the requirement says "Application user layout should be role specific", there should be only one app for all users with business logic that "if the role is A then user layout should be this"

Not sure if options are flipped. Both logic and paulojorge - pointing to have One App for Each Role(which is B) but recommends A. I would go with B - One App for each Role

I guess A is correct, because "one app for each role", is tom many app's. Scenario said: "Reduce customer support call volumes by having the system automatically resolve common issues. Application user layout should be role specific."
