I wonder if the question should have asked for 2 answers. Firewall to stop hackers, but Anti-Virus to stop malicious software!

Anti virus wont stop hackers. A firewall will. So the answer is windows firewall

A firewall won't stop hackers. Most sattacks succeed through Phishing as the original attack vector. You, the Phishee click on a link, the malware (if not prevented by anti virus) executes, and opens up an allowed connection through your firewall. Chances are high, you have http/s DNS, and many other ports open for outbound connections. I don't see how You can pick Firewall or Antivirus over the other. Security, is defense in layers. Even anti spam filtering is a layer, as Phishing, is often Spam.
