I think this question is not really relating to the case itself but what CAN be done with security roles. Answer A and D cannot be done since there is no Business Rule permission and there are no permissions on form level. A security role can only be assigned to a form, giving users access. It's yes or no/black or white on form level, there are no permission levels. So therefor the answer must be BCE
The reason B and E are correct is because it says that: "Wardens should be able to see only the information their guards put into the system." So they aren't supposed to have organization permissions or user permissions to all records, only their own guards.
D is correct because it says that: "Inmates report seeing different registration forms." That would indicate that there is a permissions problem on the forms.
Final answer is ABD. It is not BR it is BU and BU level access for all inmates will break the security for Class access, it has to be done through 2/3 Teams with local access. There is no problem if C or E holds true.

For me the given answer is correct.
Federal inmates can enroll for all classes, so viewing all by classes by them is not an issue.
Major inmates can enroll for only online class so his ability to view organizational data can be a problem.
