i think it is A and B as TLS is by default for every clients tools and we the admin cannot change this. Except if we talk about mail flow...

I agree with you. In your link it states: "Microsoft gives customers the ability to use Transport Layer Security (TLS) protocol..." Sounds like TLS is optional in some scenarios.
