Im looking at it and it appears both are blocked. The first rule is from the Internet -> .10 and is blocked from the second line priority 101. Action is BLOCK and not allow. Second is .20-> .10 and would follow the first rule and be blocked.

Internet to 192.168.0.10 is caught by just one rule, prio 101 which allows it. 192.168.0.10 to .20 is caught by all rules, but only the first one is processed, so it's blocked.

I would think that they both would be allowed. The first from the Internet to 192.168.0.10 is Inbound so the Outbound rule wouldn't apply, and the second because same subnet wouldn't go through the ACL. The word "Traffic" is kinda vague. Protocol is ALL so UDP wouldn't require a response so the "traffic" would make it. TCP however would require a response that would be blocked by the Outbound rule so...<tricky question>? As written with no assumptions they are both allowed.

Internet to 192.168.0.10, blocked due to outbound rule with priority 101. 192.168.0.10 to 192.168.0.20, allowed due to same subnet, no need SDN.

SDN ACL's do block inside subnets per https://docs.microsoft.com/en-us/windows-server/networking/sdn/manage/use-acls-for-traffic-flow Answer is correct.
