If there is already an existing On-premises data gateway, no need to use personal gateway. So, A & C seems right.

by default there is not any On-premises data gateway and you should first configure it, thereby B and C should be.

personal gateway dones't support directquery, it says so here:https://powerbi.microsoft.com/en-us/gateway/. Also is a gateway can support multiple data sources?

Definitely, A&C because once you publish your report and go to manage gateways it will automatically show the existing gateway connection to Oracle. This will minimize the effort of installing a personal gateway (Option B). Also, option B seems irrelevant because if your system is off which means your personal gateway also will be off thereby impacting your daily refresh and not answering the question
