Kinda logical thinking on this, if I do not need to run the servers, or others systems, then we automatically save on energy costs, every cloud solution gives that advantage, at least that is how i see/learned

Microsoft will be responsible for a massive data center, will that not cost Microsoft a lot of money on the data center infrastructure? The answer should have been yes only if Microsoft isn't part of the scenario or the question. The answers are NO, NO, YES and I stand to be corrected.

2nd option must be No. Private Cloud cannot provide unlimited scalability. That's why we have hybrid and public cloud.

I think it's Yes - No - Yes. It would be Yes - Yes - Yes only IF the second point was talking about public cloud. If it's private like they stated, you have to maintain it yourself.

A Private Cloud is on prem so would have CapEx, so no is correct. Public Cloud would be a yes.
