C is deprecated, not working anymore. D is the only Azure option to do this at the moment. Even doubt that this question with responses is still in the exam... would be too bad for Microsoft's quality.

if the question is still in exam, then it would have to be D. Microsoft would not leave the question on the exam if the correct answer has been retired.

The right answer is D as the others are deprecated and ML Service provides multi-user support on compute instance.

I agree Azure notebook is already deprecated https://notebooks.azure.com/ If this question still exist, these are possible answer based from website ( but from current answer list AML service should be the answer right now) - Notebooks in Visual Studio Code - GitHub Codespaces beta - Azure Machine Learning - Azure Lab Services - GitHub
