Only the [Admin] role can Add/remove other users which a [Member] role can't do. But, what a [Member] role can do is - (Add members or others with lower permissions) and this is what the question is about. So, I believe the option [C. Member] is the correct answer. Refer to the capability list items 2 and 4 at https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-new-workspaces

the trick here is, who does the member need to add? I'm a member and cannot add anyone in a particular workspace. admin can do so always. the question should be more specific I guess. But a member can (under certain circomstances) add others... so C

Chakri007's answer is correct. Brcdbrcd's is not because 1. the role should have the least privilege, 2. the question does not say anything about removing users.

Here Member is correct becuase they have specifically mentioned "Least" privileges role so from Admin and Member role Member is correct as it has less privileges than the admin role.
