A Forest is the Highest level of an Active Domain that houses everything below (OU, DOMAINS, SITES) all fall within a Forest and In order for a Forest to communicate with more Forest a TRUST needs to be established so therefore given this scenario there can only be a maximum of 1 Forest.

You can have many domains in a forest. But each domain only belongs to one forest. You can create trusts to connect multiple forests together, but you can't have one domain be a part of two different forests.
