Answer should be C only, as City and State are representing Street Address then just export excel and create a column as Street Address and use concatenate formula CONCATINATE(City," ",State) and finally import it in production. That simple!

Assumption here is that street address field is not correct so you need to add the street back + You need to place the state in state field and city in the city field.... So by only exporting street adress field (no s here) you won't be able to perform that

A is correct. In the question it is assumed that you already did the migration, then notice the mistake in the street address field. So you need to remove the data, correct the mapping, and migrate again.
