Solution should be to pause the updates in advanced update settings, this is possible for up to 35 days. (Not by simply pressing pause update button, this will only pause it for 7 days)

When Sync settings is turned on, Windows syncs the settings you choose across all your Windows 10 devices that you've signed in to with your Microsoft account.

I concur with Hatsapasta since the querstion ststes no updates should occur, metered connection will let smaller updates pass. So Paused is the best sollution.

Metered connection does not allow you to choose which types of downloads. It only limits the total downloads. You want Windows Update --> Advanced Options --> Pause Updates (you can choose which day to resume, up to 35 days away)
