Correct. JEA requires powershell 5.0 which is included with Server 2016. Alternatively you could install WMF 5.1 on 2012 r2, but that isn't an option. https://docs.microsoft.com/en-us/powershell/scripting/learn/remoting/jea/prerequisites?view=powershell-7

Best answer is C. Upgrade FS2 to Windows Server 2016. Could also upgrade PS on 2012r2 machine as KidCastaldo says, but not option here.
