I agree to disagree that the actual answer is not even an option....This answer is partially correct although Performance Monitor does monitor and collect data...Its "Resource Monitor" that utilizes resource monitoring in REAL TIME! Resource Monitor, a utility in Windows Vista and later, displays information about the use of hardware and software resources in real time. Users can launch Resource Monitor by executing resmon.exe

They both will collect data in real time. Of the given answers, Performance Monitor is the correct one. Furthermore, since this is an exam on Windows Server, and since Resource Monitor is not an MMC the way that Performance Monitor is, you cannot run Resource Monitor and target a remote machine (such as a Windows Server box) the way you can with Performance Monitor.
