DHCP policy Configuration Wizard will allow you to group Specific DHCP clients by their Specific Attributes. Policies allow you to administer these targeted groups and facilitate control over them. In the lab I was only able to do this from IPv4>Right click on Policies>New Policy...then create a policy based on the MAC vendor prefix number (First 6 bytes of MAC address).

I believe you can do the same thing with a filter or the policy wizard, e.g.: dhcpmgmt.msc > IPv4 > Filters > Allow > New Filter... > MAC: 985F... Not taking a position on whether the filter or wizard is right for this questions, but all the other questions that reference DHCP and a MAC address have "filter" as the answer, so I kind of looked at the filter as kind of targeting physical properties. If someone can show how a filter can't do this, then I'll agree this isn't one of those messed up questions.
